Council on Aging Board

In 1966 Town Meeting accepted Massachusetts General Law Chapter 40, Section 8B to establish a Council on Aging. Westborough’s Council on Aging seeks to enhance the quality of life of the community’s seniors through its support and advocacy for the delivery of programs and services that bring seniors together for social, recreational and educational purposes. The Westborough Council on Aging is specifically working to address the needs of seniors as identified through the 2021 Master Plan and the 2023 Senior Needs Assessment.
The Council on Aging consists of eleven members appointed by the Select Board for three-year terms.

Responsibilities of the Westborough Council on Aging:

The Westborough Council on Aging is an eleven member board that is appointed by the Board of Selectmen. Each appointment is for a three year term. The by-laws stipulate that a member can only serve three, three year terms for a total of nine years (COA By-laws, Article VII, Section D). Newly appointed Council members are subject to a CORI check in accordance with Massachusetts General Law Chapter 6, Section 172(c).
Members are required to attend the monthly meeting at the Senior Center on the second Monday of each month. The meetings begin at 9:30 a.m. and last about two to two and one half hours (2½). In the event of absence by any member for three consecutive meetings, except for reasons of health or extenuating circumstances, as reported to the Chairman or Executive Director in advance of the meeting, the Council shall request the resignation of that member through the Board of Selectmen (COA by-law, Article VI, Section VIII).
Members are expected to devote additional time by supporting the programs and events at the Center. Additionally, a member may be requested to represent Westborough on another committee or board as an advocate for the senior population or on a Council on Aging subcommittee. There are also five officers on the Council that are elected each September at the annual meeting. Other duties can include escorting trips, helping to set up for events and helping with other volunteer activities.
The Council on Aging acts as a policy setting body for the Senior Center. It is expected that some information and contacts with office staff regarding clients be kept in the strictest confidence. No single member of the Council will assign duties to the staff. The day-to-day operations of the Senior Center and the staff are the responsibility of the Executive Director, who reports to the Council.
The Council will educate and enlist community support and participation from all residents concerning the needs of the Senior Citizens in Westborough. They will act as advocates and representatives for their peers.
